The Ministry of Finance announced that in January the state budget had a deficit of 21.5 million euros. For comparison - a year ago at this time, the state treasury even had a surplus of 37.3 million. It's like going straight from Karosta prison to Riga's high cost of living - a stark example of change.

Most interestingly, municipal budgets even formed a surplus of 51 million. "See how we provincial folks know how to handle money," comments Aija from Liepāja market. "In Riga they only know how to spend, but here, with us, every cent is considered three times."

The deficit was mainly caused by capital expenditures, which increased by a fantastic-sounding 86.5%. "It's like our tram repair - you start with one sum, end with a completely different one," - a philosophical observation from Karosta resident Jānis. "At least our tram actually runs."

Most encouraging is that EU fund money is coming in faster - 10.1% more than before. Apparently even Brussels has understood that it's better to send money to Latvia than spend it on some Riga fantasies. Liepāja residents would understand that.
