KNAB Uncovers Strange Building Proliferation in Daugavpils - Even Karosta Doesn't Build This Weirdly

KNAB investigators have discovered a new sport in Daugavpils — commissioning buildings for operation when they're not suitable for operation. No wonder all the houses in Latgale look so original!

Although, knowing Latgale, they'll probably come up with a new department with an even more complicated name.
