The Ministry of Health has decided to spend 140 thousand euros to find out something any border guard could tell them for free - Estonians and Lithuanians come to Latvia for cheaper alcohol. It's like commissioning a study on why the Holy Trinity Cathedral organ sound can be heard from the courtyard - because it's the largest in the Baltics, idiots!
The study will last until 2029 and will research 18-74 year old neighbors who buy alcohol here. As one Liepāja store clerk said: 'Well, I can tell you right now - they buy everything that's cheaper than back home. And they still ask if there's anything even cheaper.'
SIA 'PricewaterhouseCoopers' has filed a complaint about this procurement, apparently believing they could research this mystery for less money. But the Ministry of Health is firmly decided - they need 'systematic and targeted research' to understand why people buy where it's cheaper. The next study will probably be about why people wear warm clothes in winter.
In Riga, of course, there's no such problem - all the alcohol tourists drive through there to Liepāja, where at least there's a beautiful beach and honest wind that blows all the nonsense out of your head. But for 140 thousand you could buy much more useful things than an answer to a question every store cashier has known for years.
