Local pensioner Jānis Bērziņš philosophically adds: "I worked at the port for 40 years, and I never asked anyone for a psychiatric evaluation to hand over cargo. If a person can bring documents and sign their name, they're normal enough for social services."
Meanwhile, Riga is still figuring out how to implement this revolutionary idea – that people living at home don't need psychiatric confirmation that they're capable of living at home – in practice.
