While in Liepāja everyone knows that the only thing you can't control is the Liepāja wind — a legendary, uninvited guest in any season, it has been discovered in Riga that there are things that can be controlled too well. Namely, state procurements.

Police on Monday detained 21 people who formed an organized group with one goal — to ensure that in IT procurements, those who should win, win. As our tram driver Valdis explains: "Well, our tram also runs on tracks, but we don't ask anyone to pay extra for that." The organized group members apparently thought differently.

Among those detained is also former director of the State Digital Development Agency, Jorens Liopa, who now works at the Nature Protection Department. He probably thought nature could be protected by hiding money flows like rare bird species. Aigars Ceruss, owner of "Corporate Solutions," has also come under law enforcement attention, but his company doesn't respond to questions — apparently the solutions aren't as corporate as the name promises.

The ministry and agency, of course, "fully cooperate with law enforcement agencies" and are waiting for information about what's actually happening. As the minister said: "If such information is received, all necessary actions will be taken accordingly." In Liepāja, this is called "waiting for the wind to calm down" — you can wait a long time.
