ZZS reveals secret: municipalities also need money to distribute money

Politicians surprised to discover that heating bill support requires money, but nobody planned where to get it from.
Liepāja City Council met today in an emergency session to discuss an important revelation: it turns out that to help residents pay their heating bills, the municipality also needs money. Who could have predicted that?
Representatives of the Green and Farmers Union, having apparently just discovered the basics of economics, are now demanding the state compensate municipalities for additional expenses. "We've already approved the budget, but now it turns out we need more money," explains LPS chairman Gints Kamiņskis, as if this were something surprising.
"Well, who could have thought that social benefits require money?" says Liepāja resident Inese, standing in line at Kuršu market. "Politicians in Riga would never be so clever. There they've long known that money grows on trees."
Minister Uzulnieks' proposals provide for expanding the circle of housing allowance recipients and increasing the allowance amount. This means even more people will be able to receive help, but nobody has thought about where to finance this help from. In Liepāja we call such things "Riga logic" – first promise, then think.
The best part is that social service workers will receive bonuses of up to 50% of their monthly salary for increased workload. Because what could be harder than distributing money that hasn't been allocated yet to people who haven't been identified yet? In Liepāja we call that an ordinary day in Karosta.
